The Minister of State for Northern Uganda and Woman Member of Parliament for Agago District, Hon. Beatrice Akello Akori, has today launched the induction and orientation of leaders and technical teams for the Northern Uganda Social Action Fund (NUSAF 4) at Acholi Inn in Gulu City.
While addressing participants, Hon. Akello Akori reaffirmed that NUSAF 4 is a Government of Uganda programme implemented through 104 local government beneficiaries, with support from the Office of the Prime Minister, the Ministry of Gender, Labour and Social Development, and the Ministry of Health. The programme is financed by the World Bank, with a funding allocation of USD 276 million, and is expected to run until December 2031.
NUSAF 4 aims to promote sustainable livelihoods and strengthen the resilience of poor and vulnerable households by supporting eligible enterprise groups, including youth, farmers, and businesswomen and men, to engage in productive economic activities.
The Minister called upon the people of Northern Uganda to use NUSAF 4 funds responsibly by investing in sustainable, income-generating and life-changing projects that can improve household welfare and strengthen economic independence. She encouraged communities to consider viable enterprises such as coffee growing, poultry farming and other productive agricultural and business ventures capable of generating income over the long term.
Hon. Akello Akori emphasised that the programme should be viewed as an opportunity to transform livelihoods rather than as money for short-term consumption. She urged beneficiaries to plan wisely, manage their enterprises responsibly and reinvest their earnings to ensure sustainable growth and lasting benefits for their families.
The Minister also issued a strong warning against corruption, bribery and extortion during the selection of beneficiaries, stressing that no eligible beneficiary should be asked to pay money to secure selection. She urged leaders and technical teams to uphold transparency, fairness and accountability throughout the implementation process to ensure that the programme benefits the people it is intended to serve.
Additionally, Hon. Akello Akori called upon district LC5 chairpersons, mayors and other local government leaders to mobilise communities into organised enterprise groups, enabling eligible households to participate in the programme and take advantage of the opportunities available.
The ongoing induction and orientation is intended to equip leaders and technical teams with the knowledge and guidance necessary for effective programme implementation, proper coordination and accountability, while ensuring that interventions reach the intended beneficiaries.
With its focus on sustainable livelihoods, enterprise development and household resilience, NUSAF 4 presents an important opportunity for Northern Uganda to strengthen community-level economic activity, improve household incomes and expand opportunities for vulnerable populations.
Hon. Akello Akori’s message was clear: NUSAF 4 must translate into meaningful economic transformation through responsible investment, productive enterprises and improved household incomes.
