    A 34-member Secretariat tasked with facilitating the Development Agenda implementation and steering Busoga to middle income status by FY 2030/31 has been released by the Director General of the Busoga Consortium for Development (BCD) Dr. Mula Anthony.

    The announcement, made on June 8, 2026, comes at a time when Uganda is intensifying efforts to promote regional development, investment attraction and wealth creation under its national development framework, the Parish Development Model (PDM).

    BCD was established in 2017 under the oversight of former Vice President of Uganda H.E Edward Kiwanuka along with the blessing of His Majesty the Kyabazinga of Busoga Kingdom William Gabula Nadiope IV and Regional leaders.

    The BCD brings together regional stakeholders of Busoga incuding Local Government Leaders, Members of Parliament, Central Government stakeholders, cultural institutions, religious organisations, civil society, academia, the private sector and friends of Busoga to coordinate implementation of the Busoga Development Agenda.

    “COORDINATION IS THE MISSING LINK” — BCD DIRECTOR GENERAL

    According to BCD Director General Dr. Anthony Mula, the new Secretariat is designed to strengthen coordination and facilitate implementation of development programmes across Busoga.

    “Busoga has vast potential in agriculture, tourism, industry and human capital. What has been lacking is effective coordination. This Secretariat will bring all stakeholders together to deliver measurable development outcomes,” Dr. Mula said.

    He noted that just like other regions, Busoga continues to face challenges including youth unemployment, low agricultural productivity, limited industrialisation and low value addition.

    He recognised and appreciated the strong support to the Secretariat over the years by the office of the Katukiro Busoga Kingdom, the leadership of the Busoga Inter-Religious Council, the Office of the Vice President, the BCD Ministerial committee led by Rt. Hon. Rukia Isanga Nakadama and the Patron of the BCD Rt. Hon. Dr. Rebecca A. Kadaga.

    DEVELOPMENT CONTEXT

    Analysts say the structure reflects an emerging model of regional development coordination aimed at improving efficiency in planning and implementation of multi-sector programmes.

    The Secretariat is expected to work with local governments, Busoga Kingdom, Parliament, the Inter-Religious Council, central government institutions and development partners in implementing the Ten-Year Busoga Development Agenda.

    Stakeholders argue that its success will depend on coordination, resource mobilisation and strong inter-sector collaboration.

    OUTLOOK

    As Uganda advances its National Development priorities, Busoga’s new structure is being viewed as a strategic effort to strengthen planning coherence, reduce fragmented interventions and accelerate socio-economic transformation.

    For many observers, the new Secretariat represents a shift toward a more structured regional development model aimed at translating potential into jobs, investment and improved livelihoods.
