The transportation and storage complex of petroleum products by Mahathi Infra Uganda Limited across Lake Victoria a $ 300 m infrastructure investment should be understood as a strategic regional infrastructure investment not merely as a private commercial undertaking. It supports Uganda’s energy security, strengthens the commercial importance of Kisumu Port, reduces pressure on East Africa’s roads and demonstrates how Kenya and Uganda can use Lake Victoria as an efficient regional trade corridor.
Mahathi’s system transports refined petroleum products from Kisumu in Kenya to its terminal at Kawuku in Uganda. Its vessels, including MT Kabaka Mutebi II and MT Elgon, can move approximately 4.5 million litres of fuel in a single voyage. Depending on the capacity of the road tankers used, this volume represents roughly 120 to 150 tanker trucks.
Every successful voyage therefore removes a substantial convoy of heavy fuel trucks from the Northern Corridor. This means less congestion, reduced road deterioration, lower accident exposure, fewer emissions per unit of cargo and decreased pressure on border-clearance facilities. It also enables Uganda to receive fuel in bulk and build greater resilience against road closures, political disruptions, accidents and other emergencies.
The United States and Canada provide powerful precedents
The strongest international comparison is the Great Lakes . St. Lawrence transportation system shared by the United States and Canada. The Great Lakes are among the world’s most environmentally important freshwater bodies. They support major cities, industries, agriculture, fisheries, tourism and drinking-water supplies for millions of people.
Yet the United States and Canada have not prohibited commercial shipping, including the transportation of petroleum products, merely because these waters are fresh. Instead, they regulate the activity through stringent vessel standards, crew qualifications, navigation controls, pollution-prevention rules, inspections, insurance requirements and emergency-response systems.
Lake Ontario has been part of this international commercial network for generations. Through the St. Lawrence River and Seaway, it connects the industrial centres of Canada and the United States to the Atlantic Ocean. Petroleum products and other regulated cargoes move through the wider system under the supervision of Transport Canada, the United States Coast Guard, environmental agencies, port authorities and the binational Seaway administration.
Lake Superior presents an even more compelling comparison. It is the world’s largest freshwater lake by surface area and one of the most environmentally sensitive inland water bodies on Earth. It supports ports such as Duluth Superior and Thunder Bay and remains an essential link in the North American maritime economy.
Shipping on Lake Superior operates under strict controls governing vessel construction, navigation, pilotage, dangerous cargoes, waste discharge, ballast water, spill preparedness and marine liability. The political lesson is clear: environmental importance does not require economic paralysis. It requires intelligent regulation.
Companies such as Algoma Tankers in Canada, Andrie in the United States and other specialised marine operators have transported petroleum and liquid-bulk cargoes within the Great Lakes. St. Lawrence system. Their operations demonstrate that freshwater transport and environmental protection can coexist when governments insist on high standards.
The Great Lakes Commission describes the region as a binational system combining environmental stewardship with economic development. The region’s approach is not to abandon shipping, but to make shipping progressively safer through regulation, technology and enforcement. Great Lakes Commission
Europe regulates inland fuel transportation it does not simply prohibit it
Europe provides another important political and technical precedent. It would not be accurate to claim that every European lake carries petroleum products. Many smaller lakes are reserved primarily for drinking water, recreation, conservation or passenger transport. However, Europe’s larger interconnected lakes, rivers and canals have supported regulated commercial shipping for decades.
The Rhine, Danube, Moselle, Main, Rhône and connected canal systems regularly carry petroleum products, chemicals and other dangerous goods. Major ports in the Netherlands, Germany, Belgium, France, Austria, Hungary and Romania depend upon inland tank vessels as part of their energy and industrial supply chains.
These operations are controlled by the European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways, commonly known as ADN. The agreement sets requirements for vessel construction, cargo tanks, equipment, documentation, crew training, fire protection, loading and unloading, emergency response and pollution prevention.
European inland navigation rules also extend to certain navigable lakes and lake-connected systems. Lake Constance, Lake Geneva, Lake Maggiore, Lake Garda, Lake Vänern and Lake Mälaren operate under national and cross-border navigation controls appropriate to their circumstances. Commercial activity differs from one lake to another, but the governing principle remains consistent: sensitive freshwater bodies are protected through route controls, vessel certification, speed restrictions, emissions standards, designated ports and strong enforcement.
Sweden’s Lake Vänern, for example, connects through the Göta älv and Trollhätte Canal to the North Sea. Lake Mälaren connects Stockholm and Sweden’s inland commercial centres to the Baltic. These systems show that freshwater navigation can remain economically useful while governments maintain demanding environmental standards.
Europe’s experience therefore supports a balanced position for Lake Victoria. The choice is not between protecting the lake and using it commercially. The responsible choice is to permit strategic navigation subject to strict environmental, engineering and operational conditions.
The Caspian demonstrates the strategic value of inland tanker transportation
The Caspian is frequently called the Caspian Sea, although geographically it is the world’s largest enclosed inland body of water. It is saline rather than freshwater and should not be presented as a direct ecological equivalent of Lake Victoria. Nevertheless, its experience remains highly relevant to the economics and strategic importance of inland petroleum transportation.
For decades, tankers have transported crude oil and refined products between Kazakhstan, Azerbaijan, Turkmenistan, Russia and Iran. Kazakhstan’s port of Aktau and Azerbaijan’s port of Baku form part of an important trans-Caspian energy corridor. Oil is moved by tanker across the Caspian and transferred into pipelines and other transport systems for onward delivery.
The Caspian example demonstrates an important principle for landlocked and inland economies: water transport provides an alternative corridor when roads, railways or pipelines are constrained. Diversification is itself a form of national security. Uganda should not depend exclusively on one method of importing and distributing petroleum products.
China’s inland waterways support industrial growth
China has also made extensive use of rivers, canals and lake-connected waterways to transport fuel, chemicals, containers and bulk commodities. The Yangtze River Economic Belt, the Pearl River system and the Beijing–Hangzhou Grand Canal form part of one of the world’s largest inland navigation networks.
Commercial routes connect with major freshwater lakes, including Dongting Lake, Poyang Lake and Taihu-linked waterways. China has progressively tightened regulation of dangerous-goods vessels, port operations, vessel traffic, emissions, waste disposal and emergency response. It has simultaneously continued investing in inland ports, navigation channels, digital vessel monitoring and modern fleets.
China’s policy is based upon a practical recognition: moving large volumes of cargo by water can reduce logistics costs, relieve road congestion and support industrialisation. The answer to environmental risk is effective regulation, modern equipment and institutional capacity not the automatic rejection of inland navigation.
    The safety case for Mahathi
Mahathi’s vessels are reported to have double-hull construction and internationally recognised marine safety features. A double hull creates protective separation between the cargo tanks and the outer shell, materially reducing the likelihood that a collision or grounding will immediately rupture a fuel tank.
However, no responsible operator or government should describe any vessel as literally “unsinkable” or completely incapable of leaking. Safety comes from several layers working together: sound vessel design, independent classification, periodic inspection, qualified crews, preventive maintenance, safe loading procedures, weather monitoring, fire-control systems, insurance, emergency preparedness and regulatory oversight.
GPS, electronic navigation systems and mapped routes provide important navigational assistance, but they do not replace trained masters, pilots and engineers. The Kisumu–Kawuku route should therefore continue to be managed through hydrographic information, marked navigation channels, real-time weather assessment, communications systems and continuous shore-based monitoring.
The project must also remain subject to the environmental approvals and operating conditions administered by the National Environment Management Authority of Uganda and the National Environment Management Authority of Kenya. These approvals should be treated as continuing obligations not ceremonial documents obtained once and forgotten.
NEMA oversight should include environmental monitoring, terminal inspections, spill-prevention plans, emergency drills, waste-management controls, community engagement and periodic compliance audits. Kenya and Uganda should additionally maintain a joint cross-border emergency-response framework because Lake Victoria is a shared regional resource.
A political and economic case for government support
Politically, East Africa cannot advocate regional integration while failing to use its greatest shared freshwater transport asset. Lake Victoria connects Kenya, Uganda and Tanzania and lies at the heart of the East African Community. Reviving commercial navigation on the lake gives practical meaning to regional integration.
Kisumu benefits through port activity, employment, warehousing, marine services and increased throughput. Uganda benefits through lower logistics costs, improved fuel-supply resilience and reduced dependence on long road convoys. Tanzania and other neighbouring countries can benefit as the wider lake-transport network develops.
Government support for Mahathi should therefore not be confused with favouring one private company. It should be understood as support for strategic infrastructure, regional trade, energy security and a more efficient transport system. The project represents substantial private investment in vessels, storage, terminals, technology, employment and specialised skills that would otherwise have required major public expenditure.
The proper government response is firm regulation combined with policy stability. Authorities should enforce safety and environmental standards, but they should also protect legitimate investment from arbitrary disruption, contradictory directives and politically motivated uncertainty.
The United States, Canada, Europe, China and the Caspian states have shown that regulated inland petroleum transportation can serve national development for decades. Uganda and Kenya should apply the same principle to Lake Victoria: regulate strongly, monitor continuously, prepare for emergencies and allow modern infrastructure to serve the public interest.
Mahathi’s investment should therefore be protected and facilitated as part of East Africa’s strategic transport architecture. Properly supervised, it offers Uganda and Kenya a cheaper, safer and more resilient complement to road transportation—and a practical demonstration that economic development and environmental responsibility can advance together.
